I am answering this not as an American but and English person. The reason there is not a lot of usage of solar energy in the uk is because of the start up cost. The three vendors that come to mind immediately are wind-sun.com, partsonsale.com, and sunelec.com . But some local big box stores may have panels, too, including Home Depot and Costco. And look around the internet, sometimes there are bargains elsewhere.

Some other suggestions:

* look for panels with an STC rating. Without that, the manufacturer can make up any number they want for the power. The panels you would get at (say) Harbor Freight are an example of over-rating.

* look for a 25-year performance warranty. This is pretty much standard in the industry, now.

* I suggest polycrystalline silicon, or monocrystalline silicon, as those are proven to last. Avoid amorphous silicon unless the project does not need to last more than a year.

* panels have gone down to about $1 per watt ($200 for a 200-watt panel) if you shop. At these prices, tax, shipping, and handling become significant. If you need just one panel freighted to your home, the shipping may cost more than the panel itself, and it would make sense to just buy a more expensive one from a local store.

* subject to the above, I would just go by cost, in dollars per watt
