How did you measure the 15.3 volts and 3 amps? Do you mean 15.3 volts at 3 amps? Or do you mean 15.3 volts open circuit? If you haven't measured it under load, now is the time to do it.

Assuming you measured it under load, you have about 45 watts of power at the panel.

Motors draw more current at start up than they do while running. So you need 2-3 times the running current at start up.

Do you plan to use a battery? Or directly connect the panel to the inverter? Charging a suitable battery through a charge controller will give you a lot more stable results.

Consider getting a 12 volt fan (sold for truck/RV usage). This would avoid a number of potential headaches with the inverter idea. 15 watts or less is my guess. If the voltage runs too high you can always add a power resistor to drop the voltage.

But if you really want the AC, note the following:
-You lose power in the inverter. Probably quite a bit. An inverter draws power even if it isn't supplying power to anything.
-Any cheap inverter will probably act "squirrely" under under volt & over volt conditions. Hooking a panel directly to an inverter sounds like a recipe for problems.
