You also have to take into account that there is a blocking diode which drops about 0.6V so your output for a pannel generating 13V is actually 12.4.
Firstly count how many cells your solar pannel has. Each cell will generate about 0.55V with no load and 0.45V on full rated load. Typically they have 26 cells which gives 14,2V before the diode or 13.6 after, with no load. On full load this will be more like 11,7 before the diode and 11.1 after on full load.
Check the voltage on your battery with the engine off and everything switched off. If you ger more than about 13.2V then your not going to get much current flow so that is why you dont see the LED flashing. Turn the headlights on with the engine off and you should notice the voltage on the battery drop to maybe 12.5 or so. Less than 12 and you potentially have a faulty battery. At this point the LED should start flashing. If it does not then you have something weird going on.
NB for the guy that damaged his battery with the solar charger. Check the output voltage on it as it sounds like it may be one of the older ones that has too high an output voltage, If the output with no load is above 14.4 then it will damage the battery as you found, If the voltage is less than this then there is something else going on.
