First off, I would check the settings to make sure that they are set right (I'm pretty sure you do, but make sure).
Also, have someone check the condition of the system. One or both of the units might have gone bad or the vent parts going through the house might have fallen apart. My house was supposed to have central air, but the guy who installed it didn't do a good job with the vent channels behind the walls and the upstairs doesn't get any. It would take ripping out my walls to fix it and that would cost a lot for me.
Also, don't forget the massive heat wave hitting the US lately, I have 3 air conditioners going in my house with 2 in the main living room area. My house is small, too, but they can barely keep the temp around 75. Chances are that central air systems are not having a lot of luck, either.
