If all you want to do is maintain a charge on a large battery without drawing anything from the battery then it would do for that purpose, thats a fully charged battery only connected to the cell to maintain charge.

The panel will not charge a large battery. When you connect the panel to the dead battery the battery will act as a short pulling the voltage down, - lower voltage = lower power.
That and the 4.5 watts being a best case result from the manufacturer, not what you can normally expect.
To charge batteries you need to be able to supply enough current to have a voltage build up on the cell plates, about 2 amps minimum for larger batteries. 85 watt panels are the norm. with the number of panels calculated for the house load, the batteries similarily.

Problems with longevity and reliability of the materials have been mostly solved. That applies both to solar water heating and solar electric panels. A standard warranty for a solar electric panel is now 25 years.

Cost is an issue that is never truly solved, as solar electric will never be free. But panels have reached grid parity (that is, the all-in price of solar electricity is the same or less than buying from the electric company) in some areas such as mine, even without subsidies. Panels are literally less than half the price per watt that they were 4 years ago, when we installed our system. Our house has low energy consumption, we have no air conditioning, electric heat, electric stove, or pool. And still, solar will pay for itself, unsubsidized, in about 15 years. A big electricity user, including tax breaks, could see payback in as little as 3 years if they only offset their top-tier usage. But in places where electricity is already cheap, solar is not yet a good deal. Costs are moving in the right direction, though.

The problem that is yet to be solved is how to have an electric grid that handles massive amounts of electricity injected into it from thousands of tiny sources. The grid can absorb the small amount of solar connected today, but cannot handle every other house having grid-connected solar.

For solar you need direct sun light hitting the panel. It cannot have any shade....

If your considering a 45W system from Harbor Freight

For occasional use a solar light using LED's will be okay and provide enough light to keep your from stumbling around in the dark. If you want more light to do some work a fluorescent light powered by an inverter would be best. How long such a light will operate from the battery/inverter will depend upon a number of factors including your expected usage. I would guess that you could get several hours of continuous use one or two times per week. If you use additional power to operate some small tools or chargers than you would reduce your lighted operating hours. This is not a problem for some occasional tinkering in the shed for limited periods of time.

If you want to charge tools and operate the chargers unattended this system will not be capable of meeting your expectations. This is because you would be using an inverter 24/7 to operate the home chargers. You would have to manage the charging by turning the inverter on/off to allow the car battery to charge back up. Its certainly do'able if you don't mind making a trip back and forth to the shed to start/stop the system to charge tool batteries.

If you want unattended charging of electric tools then its best to use the stored charge in a battery to charge the power tools directly without the need for an inverter. Batteries are charged with DC at a voltage slightly higher than their voltage rating. By direct charging you avoid the losses associated with the conversion of DC to AC to operate a charge that converts AC back into DC.

So if you have low voltage electric tools like a 9.6V drill you can avoid the need to operate an inverter by having a small solar cell charge that battery directly or use the 12VDC to charge the 9.6V battery through a small resistor to limit the current.

Rather than an overhead cable you can bury a cable or PVC conduit and power the shed with 120AC. You can easily supply 15 to 30A of 120V AC that supply all of your power needs without the issues and limitations of the Solar system. If your shed is within 200 ft of your home you should be able to power the shed for less than $400 if you do the work.
