Greetings. mainly because we have fresh water available in most of the country. only places where water is in short supply are those that are desert, and our deserts do not have oceanfronts, they are far inland. Nearly cost free way to get fresh water out of salt. As for why such plants are not used in California, which has a critical fresh water situation with limited water and a huge population is not really clear. I assume they think they can simply use the Colorado river forever as their source of water, but the river is being drained dry by the heavy use. May well be that ocean front property in California is so expensive that it would not be a money making proposition. And areas that are not as expensive are located far from population centers so shipping would be prohibitive. The solar evaporation and condensation method is also used on small sea going vessels, like ocean going sail boats and a small fresh water making outfit is often included on life rafts now. Solar water distillation is also used in almost all survival situations to get drinkable water from other unusable sources like water that contains alkyls and metals like arsenic, as well as getting water out of plant saps, even from plants that are toxic to humans. Electricity can be the cheapest fuel for transport. Electricity can be sourced from coal, nuclear, wind, solar, tidal, gas, geothermal etc. In an electric car the running costs are about 1/10 that of a petrol car.

Currently, trees and plants are the only things that use solar energy to any appreciable extent.

If oil runs out then we'll need an alternate. At present it does not seem likely that the alternate will be solar. The problems are : -
a) high cost of solar panels
b) low efficiency (for converting sunlight to electricity)
c) can't be used in winter time or at night.
d) high cost of batteries to store electricity.

This requires new technologies, and that requires research money. It is just not happening.
