I would pick up some books on solar panels make sure you get one that has information with basic electronic information. Your best bet would be to charge a battery system then buy a inverter to run off the battery and a battery charger with built in regulator they're cheap check ebay.. You could put the motor on a timer to give the panel time to charge the battery before running. This is what i would do if i wanted to say pump water for cattle on a low budget.
