My Question Is, Why Didn'T The Designers Design Some Kind Of 'Wiper Blade' To Remove The Dust? Was There Some 'Design Philosophy' Reason, Or Did It Just Not Occur To The Designers?
Two reasons. Spirit was only designed to last 90 days. Cleaning of the panels was not needed to meet this design criteria. The other reason is that every ounce of weight is counted on spacecraft. You can only carry so much mass to Mars. So in order to add a mechanism to clean the panels, you would have had to leave something else off. The science equipment was considered more important.
Later rovers will be nuclear powered, so they won't have this problem.

Probably only 13 volts at best. What you want to try, is to go to the auto parts store and buy a 12 volt trouble light made to work under the hood of a car.
That one solar panel will charge one battery. Connect the trouble light to the battery at night and see how long it lasts. Do it again every night for a week and see how it goes.
Try the trouble light on the solar panel in the day time, without the battery, and get a better idea of what the panel is realy capable of doing for you all by itself. Then you see for yourself the answers you're after.
