You won't need a charge controller if you use the golf cart batteries since the maximum panel amps is less than 2% of the battery capacity, it can't overcharge the batteries. Now go to superbrightleds.com and order a couple small waterproof LED warm white light strips, a 1 foot strip costs around $10. Two of them are great for reading under and they use 1.4 watts each. Get a couple other ones if you like, but use LED's, they are so much more efficient, and since they are 12 volt, you don't need an inverter to run them. Inverters use power just being turned on.
