I would pick up some books on solar panels make sure you get one that has information with basic electronic information. Solar panels make a dc voltage in most cases unless it has some type of inverter built in this would be rare. Depending on the size most are low wattage. I would guess it doesn't have the power to run the ac motor even if you could.
If you could you would need a voltage regulator and a inverter to turn the dc to ac. You would need some type of battery to use as a capacitor.
Your best bet would be to charge a battery system then buy a inverter to run off the battery and a battery charger with built in regulator they're cheap check ebay.. You could put the motor on a timer to give the panel time to charge the battery before running. This is what i would do if i wanted to say pump water for cattle on a low budget.
