Your numbers are correct but sadly, you have odd and different rated panels. Odd that they are 3v and 5v, and not 12v panels. When connecting different panel together the group will not be matched so there will be inefficiencies due to the mismatch. It's output voltage might be for 12 or 24 volt batteries or it may be selectable between the two. There are different ones Also what is your inverter input and output numbers. However, it's not looking good. You could make a setup using the 5, 3v to give you 15v, @1 amp and charge a 12 battery or a group of "AA", "AAA", "C" OR "D" batteries , and go that way with your other panels too. Your inverter requires 12 vdc input, which it uses to produce 115/120 , 60 cycle, VAC for powering household devices. That requires you to have a 12 volt battery. Yes deep cycle batteries do cost more but non-deep cycle batteries (car batteries) will develop plate sulfication and fail to hold a charge if used. This will happen a lot faster than with deep cycle ones and you'll have to replace them more quickly. Overtime you'll spend more money on batteries. Think of it like shoes, if cheap shoe's costs $10 that only last a month but you can buy $30 shoe's that last 5 months which is cheaper? Yes $30 is a lot more than $10 but the cheaper shoes are not cheaper over time.
Inverters can drain a 12 v battery down to 10.5 volts before it will shut down from low voltage. Deep cycle batteries can take this abuse and recover better that car batteries can . As a battery ages the amount of power it can deliver from a full charge drops. After enough use it no longer will be able to take and hold a charge. When that happens it is useless as a storage device and you'll need to buy a new one.
Your charge controller's owner's manual, which I looked at online, suggests it's input voltage should be no higher than 24v.. It should make sense that there would be a max input rating and being a 12 charge controller it doesn't need to be above the max output of solar panel which are < 19 vdc for 12 volt panels.
The reason you should not mix different solar panels is because the lower rated ones will act as a "load" to any power their connected to above their rating. Think of it like combining dogs to pull a sled. If you have 4 dogs that can go 8 mph and 4 dogs that can only go 5 you still can't go over 5 mph because even though there are 4 that can go faster the slower ones will be holding the faster ones back at any speed faster than 5mph because they just cant keep up. There is what is called an impedance mismatch. The impedance difference of the lesser rated panels will load down the output of the higher rated panels and power is wasted or lost.
If you want you could combine the 5 ea. 3 volt, panels (15v) and charge a 12 volt battery connected to your charger or 3ea. 5v panels (15v) but I wouldn't combine them all. Solar panels really come into their own when you don't have access to commercial power and need electrical power. To use them instead of just plugging in to the wall will cost more that you save. Cost more than the power they make compared to what commercial power costs. What you got will be nice if you want to use a computer of watch a little tv while away form the grid.
Your 5 v panels could also charge pairs of 1.5v batteries if you'd want.

you can't convert a fan to a solar panel. I think you want to run the fan from the solar panel.
A lot depends on the ratings of the fan and the solar panels in volts and amps. But take out the battery and connect one of the panels to the battery terminals and see what happens (need sunlight).
