It is called mixed-oxide or MOX technology and if only a small fraction of the fuel is replaced with plutonium, many reactor designs will work fine. A reactor that runs on nothing but MOX is a different matter, altogether, and needs to be designed that way.
There are any number of concerns using Pu in reactors, though. First of all there is the proliferation risk and the cost to deal with that is enormous, both in terms of safety engineering, policing and politically. Most likely all of that would fall back in one way or another on the tax payer.
Secondly, natural Uranium is dirt cheap, literally and would become even cheaper if MOX was introduced on a large scale. Now, the people who mine Uranium wouldn't like that and it turns out that they have enormous political clout. They will probably always get enough politicians on their side, at least in the US, to suppress any attempts for fuel recycling.
But it is worse, still, because countries which reprocess like the UK, accumulate enormous amounts of Pu even without trying to make any more of it! It is simply a by-product of many nuclear fission reactor designs.
