Yes it can. I have a solar hot water heater on my roof. It has Relief valves to keep the water from boiling.
Your statement about the Maximum temperature is only true if the Relief Valves are working. If you tie them down the water will boil. I had live steam coming out the overflow on one occasion. I had to replace one of the safety valves.

For your garage door, do you mean the main door where you pull cars in and out or just like a side door? It's tough to answer that without actually seeing what you mean.
For the solar panels, I don't see any reason why you couldn't have them in your front yard as long as the sun is hitting them. You will just have to run the wiring a little further than if they were on your roof and the setup will be slightly different.
Windmills work well assuming you get a good amount of wind. You don't need strong gusts all the time, as long as you have enough to make them spin. To get the most out of your renewable energy, it's good to have solar and wind power so when it's not sunny you have a backup and vice versa.
You face the decision though of buying a windmill or making one yourself. They can be very expensive to buy and have someone install for you so if you're trying to save money I would recommend building your own. I made 3 of them for my house and they are working out nicely. It's really not that hard to do if you're following a good set of windmill plans. Unless the solar panel's electric components are 100% inefficient, which would render it useless, then some amount of energy does not go to heat.
But of course the ground is not required to convert 100% of the solar energy to heat either. White ground will reflect a lot of it. Since solar panels are dark blue-green in color, they are not reflecting much.
