They start having trouble then, as equipment begins to malfunction. Now imagine you are the man that has to go work on the wind turbine and get it working again. You have to climb up a 300 foot strait up (no elivator) to fix it....and it's 110 degrees inside.
Putting solar panels on the wind turbines would simply make it too hot inside them for either the electronics to function, and it would mean heat stroke for a human. Humans would simply not be able to go inside the turbines.
There are other problems as well. That would add even more weight to the wind turbines, as well as adding another place the wind could "catch" on the turbines, and rip things off, or damage them in some way.

You could also just use that bubble to focus light onto the solar panel and eliminate any need to have mechanisms to follow the sun for maximum energy production.
Think more in terms of a funnel, as this is what is similar, only for light.

Nice idea, but I don't think you would be able to keep such a large area frost free - there is too much surface area.
You could keep a small drinking area frost free if it was well insulated, and have a larger tank underground or very well insulated, and just feed the small bowl when needed.
Instead of direct heating - look at small 12v refrigeration systems, and even try for a mini-ground source heat pump. Then you just have to move the heat around - and use any losses (heat) to your advantage.
Insulate everything really well - maybe with polyurethane foam as it's waterproof.
The alternative is a really small gas device - like heated hair curlers that use propane in a catylitic reaction. Just hook it up to a huge cylinder - and should provide heat for months on one tank in a remote location. Using just a tiny heater like this in an insulated container should work very well.
I've used candles in the past or outdoor feeders - and a small heat source is ideal.

When the panels work depends a lot on your climate. They kind of suck on cloudy days or if you live in the artic with 6 months of darkness.Also , you need an area for the (not so cheap) storage batteries. Learn to live by cooking with gas or wood as hydro is limited , so is heat. How do you plan on heating your home /water/ refrigerators and freezers? Off the grid means a lot of compromise. Even the amount of time you can spend on the computer asking these questions. You may be limited to no more than 1 hr per day. Off the grid also includes removing any electronic influence. No cell phones , tv (cable/sat) internet. Grow your own food and live off the land. The amount of solar panels you would need to maintain even a current lifestyle as most of us know it would probably require at least 1/2 acre and the cost would take at least 15-25 yrs to recover. You really need to spend more time into looking at what the cost versus return is. Like I said before. Look at what you use and see what it takes to get that from your panels. You will be shocked. Currently the panels are very good. But they cannot produce what the average home needs per day every day, they are support systems. Much like a fire place. Now they are nice to have and are very efficient. 50 yrs ago you used to toss in 2-3' logs about 6" around into the only heat source in your home. A fireplace. And it sucked more cold air into the house than the heat it produced. History has a way of repeating itself. This stuff was out almost a decade ago, they just didn`t have batteries then

Assuming your bilge pump draws about 2.6 amps, I'd suggest using a solar panel with an output of 5 to 5.5 watts. (They're on sale here in Canada a few times a year for about $50)
These provide 0.3 amps/hour which will easily maintain your battery charge and will not require a charger limiter.
